Halff’s Jenny LaFoy Receives Prestigious TSPE Engineer of the Year Award

RICHARDSON, Texas — Halff’s Associate Vice President and Project Advisor Jennifer “Jenny” LaFoy, PE, CFM, ENV SP, has been named the prestigious 2025 Engineer of the Year by the Texas Society of Professional Engineers (TSPE). She was honored last week in San Antonio at the TSPE State Conference Awards Luncheon.

She joins Halff founder Dr. Albert H. Halff, who received the award in 1980, and her husband and colleague Brian LaFoy, who received the award in 2016, as the only other Halff employees to earn this distinguished honor. Jenny is also just the second woman ever to receive the honor in the 51-year history of the award.

As an associate vice president and project advisor at Halff with more than 20 years of experience, LaFoy has built a distinguished career leading water resources and environmental practices for public clients, including municipalities, counties, transportation departments, toll authorities and flood control districts. She has successfully grown a water resources practice from the ground up, with expertise spanning stormwater and flood control, hydrologic and hydraulic modeling, stream restoration, permitting, regulatory compliance and FEMA coordination.

She earned her bachelor’s degree in engineering science with a concentration in environmental engineering and a minor in chemistry from St. Mary’s University in San Antonio. She obtained her master’s in civil engineering with a concentration in water resources from the University of Texas at Arlington.

LaFoy has received numerous accolades throughout her career, including being named the Texas Engineering Foundation’s Distinguished Engineer of the Year in 2023, Engineer of the Year by the TSPE Dallas Chapter in 2019 and recipient of the Distinguished Alumna Award from St. Mary’s University in 2015. She was also honored as the Young Engineer of the Year by both TSPE and the TSPE Dallas Chapter in 2012. Jenny and her husband, Brian, who is also a Halff employee, have two children – a daughter in fifth grade and a son in fourth grade. Jenny stays active outside of work by volunteering at their school, coaching her daughter’s softball and cheer teams, supporting her son at hockey and baseball games and traveling with her family.
